The fiance of a woman killed in a head-on collision with a Metropolitan Police car in Kent has spoken publicly for the first time of his shock and grief.

Simon Huggins said that when the police first arrived he thought 29-year-old Felicity Austin had been injured.

"They sat me in the car and I thought they were going to take me to hospital. Then they told me she had passed away and I was in shock. I couldn't speak."

The Independent Police Complaints Commission (IPCC) is probing the crash.

Ms Austin, from Hadlow was on her way home on the A21 near Tunbridge Wells on 5 May when her Renault Megane crashed with the police Skoda.

It is believed the unmarked police car had its siren and blue flashing lights on and its headlights flashing.

Ms Austin, the mother of three boys aged 10, seven, and five, worked at Hadlow Pre-school, where a memorial day is being held for her on Tuesday.

"It is something the pre-school felt they wanted to do for me and the family," Mr Huggins told BBC Radio Kent.

"It is for the kids as well - they are only three to five - and they are going to miss her.

"She was so happy and bubbly. Rain or shine, she would be smiling."

Ms Austin's friends were planning a surprise party for her 30th birthday on 26 May.

"There were going to be about 30 or 40 of her friends there," said Mr Huggins.

"She liked going out and having a drink and a laugh with her friends and I never stopped her because we loved each other so much."

The IPCC has said it is investigating why the Met Police car was in the area, the way it was being driven and whether anything could have been done to prevent Ms Austin's death.

The male police officer driving the car and his woman police officer passenger had to be cut from the vehicle and were taken to hospital for treatment.
